Berks County Intermediate Unit Dedicates New Learning Center at Helping Harvest Annex

On Wednesday, Sept. 17, the Berks County Intermediate Unit (BCIU) officially dedicated its new Learning Center at the Helping Harvest Annex, marking a significant investment in early childhood education and family engagement for Reading’s 6th Ward and the greater Berks County community.

The ceremony brought together over 100 guests, including elected officials, community contributors and partners, friends and family, Head Start staff, parents, policy council members, and BCIU Board members, to celebrate the shared commitment to expanding access to quality learning opportunities.

The program opened with remarks from Dr. Jill Hackman, BCIU Executive Director, who highlighted the collaboration and vision that made the center possible. Mr. Scott Gruber, Executive Director of Economic Development of Our City Reading, recognized key contributors, and Dr. Christi Weitzel, BCIU Assistant Director for Early Childhood & Student Services, shared the impact of the BCIU’s Head Start program.

The following parent quote captures the essence of the Head Start program: “The Head Start program has helped my son interact with other children, follow routines, learn manners, and try new fruits and vegetables. What I like most about the program is the support families receive should they need any help with situations involving their child. I consider the program the beginning of a valuable education, helping children grow socially, emotionally, and academically during their most important early years.”

Speaking on behalf of Governor Shapiro’s administration, Secretary Rick Siger of the Pennsylvania Department of Community and Economic Development stressed that investing in early childhood education is essential for building strong communities and driving economic growth.

Local legislative leaders Senator Judy Schwank and Representative Johanny Cepeda-Freytiz presented certificates recognizing the importance of the new facility. Both were instrumental in securing support and funding, helping to bring the project to life in just 10 months.

A meaningful moment came when Mr. Jim Boscov, Chairman of Our City Reading and CEO of Boscov’s Department Stores, reflected on the compassion, commitment, and service of his late wife, Cynthia “Cindy” Boscov, whose dedication to children and families continues to inspire.

The Learning Center was formally dedicated in her memory, followed by Dr. Hackman and BCIU Board President Mr. Gary McEwen presenting a commemorative framed photo to Mr. Boscov, honoring Cindy’s legacy.

After the dedication and ribbon-cutting ceremony, BCIU Board Members, officials from the BCIU and Our City Reading, elected leaders, community contributors, and guests toured the center, featuring two Head Start classrooms, a large group instruction room, an outdoor play area, and offices to support children and families.

“This center represents what we can achieve when a community comes together with urgency and purpose,” said Dr. Hackman. “Cindy Boscov’s legacy reminds us of the power of nurturing every child’s potential, and this Learning Center will carry that mission forward.”
