The City of Reading remains committed to preserving the natural beauty and tranquility of Skyline Drive and the iconic Reading Pagoda while ensuring the safety and comfort of local residents and visitors. In November 2024, Mayor Eddie Morán and City Council announced an initiative to address ongoing challenges in the area, including illegal dumping, loud music, and unruly gatherings. As part of this effort, the City approved the installation of gates to create a park-like atmosphere with controlled access. The City has now confirmed that the gates will officially become fully operational on Monday, March 31.
Key Features of the Initiative:
- Controlled access: Gates will automatically close at 9 p.m. Visitors are advised to exit the area before closing time.
- Gate locations: Two gates will be installed at traffic triangles located at List Road and Skyline Drive and Duryea Drive and Shearer Road, allowing vehicles to turn around if they encounter a closed gate.
- Clear signage: Signs will be placed at all overlooks, the Pagoda parking lot, and on both the inside and outside of the gates, clearly displaying park hours and gate closure warnings.
- Emergency access: The Reading Police Department and Lower Alsace Township Police Department will have remote access to open the gates in case of emergencies.
- Enforcement: Police departments may cite or fine individuals who remain inside the gated area after hours.
In addition to the gates, cameras are installed throughout the area to further enhance safety and security. The City will also continue to accommodate special events, such as the Easter Sunday Mass and the Pagoda Hill Climb, through Special Event Permits. Drivers will face no inconvenience, as the gated area and the detour route are both 1.8 miles in length.

By implementing these measures, we are ensuring that this space remains welcoming while addressing long-standing concerns from residents and law enforcement. We appreciate the community’s cooperation as we take this step toward responsible and sustainable stewardship of our public spaces.”
