Notice of Intent to Request Release of Funds for Tiered Projects and Programs: CDBG PY 2024-2028 Acquisition, Rehab, Resale, or Rental

On or about July 22, 2025, the City of Reading will submit a request to the U.S. Department of Housing and Urban Development for the release of Community Development Block Grant (CDBG) funds under Title I of the Housing and Community Development Act of 1974, as amended, to undertake the following projects:

The activities proposed are categorically excluded under HUD regulations at 24 CFR Part 58 from National Environmental Policy Act (NEPA) requirements. An Environmental Review Record (ERR) that documents the environmental determinations for this project is on file at the City of Reading, Reading City Hall, Community Development Department, 815 Washington St., Reading, PA, and may be examined or copied weekdays from 9 a.m. to 4 p.m. The review is available electronically for public examination, upon request, to Neil Nemeth at neil.nemeth@readingpa.gov. Publish as a Legal Ad on July 3, 2025.

Public comments

Any individual, group, or agency may submit written comments on the ERR to the City of Reading, Reading City Hall, Community Development Department, 815 Washington St., Reading, PA 19601, (610) 655-6423. All comments received by July 21, 2025, will be considered by the City of Reading prior to authorizing submission of a request for release of funds.

Environmental certification

The City of Reading certifies to HUD that Eddie Moran, in his capacity as Mayor, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Reading to use Program funds.

Objections to release funds

HUD will consider objections to its release of funds and the City of Reading’s certification for a period of 15 days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases:

Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to the Philadelphia Office of Community Planning and Development at CPDRROFPHI@hud.gov. Potential objectors should contact HUD/State to verify the actual last day of the objection period.
