Berks jail inmate accused of sexually abusing girl via video chat

A Boyertown man who is a convicted sex offender has been charged with another sexual offense that authorities said occurred during a video call with a minor while he was in Berks County Jail.

Tyler P. Osborne, 30, was charged May 16 with child pornography, corruption of minors, unlawful contact with a minor and criminal use of a communications facility.

According to investigators:

Jail administrators contacted Berks County detectives in April after discovering Osborne had engaged in inappropriate video calls with a young girl via an electronic tablet that is supplied to inmates for outside communication.

Investigators learned Osborne’s cellmate had allowed Osborne to use his tablet twice. The cellmate became suspicious after learning Osborne was contacting a minor female.

The cellmate reported his concerns to jail administrators, who reviewed the use of the tablet. They found two video calls/chats between Osborne and a girl.

During the conversations, Osborne asked the girl to expose herself and to perform a variety of sexual acts.

Detectives determined the identity of the girl, who is 11 years old.

On May 16, detectives obtained an arrest warrant for Osborne from District Judge Brian K. Strand, Bern Township.

Osborne was arraigned on the charges Monday before Strand and remains in the jail.

Bail for these new criminal charges was set at $175,000. The defendant remains incarcerated at the Berks County Jail.

Online court records show that Osborne was charged in 2018 by Boyertown police with indecent assault of a person less than 16 years of age and corruption of a minor. He pleaded guilty in November of that year before Berks County Judge Thomas G. Parisi and was sentenced to one to two years in the county jail followed by seven years of probation, along with special conditions for sex offenders.

The record indicates he was resentenced by Parisi on April 14 of this year to two to 12 months followed by four years probation.

Osborne previously served a sentence in Montgomery County Prison after he admitted in January 2015 to having sexual contact with a 14-year-old girl in 2014, when he was 19. He met the girl via Facebook, and the sexual contact took place at various locations in Lower Providence Township, including at the Audubon Recreation Association baseball fields.
