Two candidates are battling for one Republican nomination in Region 1 of the Kutztown School Board in the upcoming primary election.
Voters will choose between Steven A. Morris and Mike Sailsbery, who are both newcomers. Sailsbery has also cross-filed and is running uncontested for the Democratic ballot.
School board members serve four-year terms.
We asked the candidates the following questions:
Question 1: What is the biggest issue your school district is currently facing and how would you address it?
Question 2: Why are you the best choice to serve on the school board?

Mike Sailsbery

Party: Democrat/Republican
Occupation: Retired school district superintendent.
Age: 77
Response 1: The biggest issue the district is facing is financial — being able to meet high educational standards while managing costs and being responsible with taxpayers dollars.
In my 18 years as a superintendent, I experienced tight budgets in small-town, agricultural communities. As school directors, we need to focus spending on meaningful educational experiences for students — especially core academic programs.
We need to provide professional development to maintain highly effective teaching staff. We need open discussion during the budgeting process to ensure the community understands the school’s financial needs. Our schools are essential to our community’s growth and future. I am committed to working to make sure our schools remain strong and provide a quality education for every student.
Response 2: With more than 30 years of experience in public education, I’ve dedicated my professional life to helping students succeed.
I began my career as a high school math teacher and went on to serve as an assistant principal, assistant superintendent and ultimately as school district superintendent for 18 years. Along the way, I earned a masters degree and a doctorate in school administration from Indiana University in Bloomington.
As a father of five and grandfather of 14 — with several grandchildren attending the Kutztown School District — I’m personally invested in the future of this community and its schools. I continue to give back through local volunteer work, mentoring and supporting community building efforts.
I’m running for school board because I believe my background gives me a unique perspective. I understand the needs of today’s students, the challenges our educators face and the importance of financial responsibility in a small-town, agriculture community.
My goal is simple: to help ensure every student in the Kutztown School District has access to the best possible education. I respectfully ask for your vote.
