City of Reading Celebrates Reopening of Barbey’s Playground Splash Pad

Mayor Eddie Morán, City Council members, and community leaders gathered on Tuesday, May 27, to celebrate the official reopening of the Barbey’s Playground Splash Pad, a long-awaited project that restores an important recreational amenity for residents in the northwest section of Reading.

The project stems from Mayor Morán’s vision to revitalize neighborhoods through equitable investments in parks and public spaces. With a new flow-through water design — replacing the outdated recirculation system — and low-profile spray features to reduce wear and damage, the redesigned splash pad enhances safety, accessibility, and fun for neighborhood families.

“This is another step toward our mission of improving the quality of life for every neighborhood in our city,” said Mayor Eddie Morán. “Projects like these not only provide safe, fun spaces for families — they represent our commitment to investing in Reading’s future.”

The $243,016.00 project was completed by Empire Services with design support from Buchart Horn Engineering. It was funded in part by $150,000.00 in Community Development Block Grant (CDBG) funds and $93,016.00 from the City of Reading Capital Improvement Fund. Additional support was provided by the Reading Area Water Authority.

Barbey’s joins the growing list of water recreation options in the City of Reading, bringing the total to seven splash pads and one public pool across the city.

Attendees at the ceremony included Mayor Morán, City Council President Donna Reed, Councilman Jaime Baez Jr., State Representative Johanny Cepeda-Freytiz, and Police Chief Elias Vazquez.
