City of Reading PY2018, PY2019, PY2024 HOME Action Plan Amendments

Notice is hereby given that the City of Reading, Berks County, PA, will present Substantial Amendments for the PY 2018 and PY 2019 HOME Annual Action Plans to the Reading City Council at its regularly scheduled Council Meeting on Monday, Nov. 24, 2025. The purpose of these amendments is to close out the PY 2018 and PY 2019 activities and reallocate the remaining funds to the PY 2024 HOME Annual Action Plan project for the development of Affordable Housing.

The City of Reading adopted its PY 2018 and PY 2019 Annual Action Plans and Budgets for the use of these HOME funds. In accordance with HOME program regulations, the City is allowed to make substantial amendments to its Annual Action Plan and Budgets in accordance with the City’s Citizen Participation Plan.

The City has determined that it is necessary to amend the approved HOME budgets for the previously approved program years of PY 2018 and PY 2019. The funds will be reprogrammed from closed projects/activities to new projects/activities and/or increase funding for other previously approved projects/activities.

These are considered substantial amendments in accordance with the City’s Citizen Participation Plan, as the following applies: the scope of the work, purpose, and the location of the project activity may have changed.

The amendments to the PY 2018 and PY 2019 HOME Annual Action Plans are proposed as follows:

PY 2018/2019 HOME Activities:

• HOME Habitat for Humanity – “Housing Development Program” – Close these projects/activities in their entirety and reallocate PY 2018 funds in the amount of $31,916.89 and PY 2019 funds in the amount of $115,193.40.

PY 2024 HOME Activities:

• HOME Habitat for Humanity – “Housing Development Program” – This is a PY 2024 HOME housing development activity. The remaining funds from the closed PY 2018 and PY 2019 will be reallocated to the Habitat PY 2024 Housing Development project located at 458-460 Miltimore St. and 225, 227, 229 W. Buttonwood St. in the amount of $147,110.29.

Copies of the Substantial Amendments are on public display for viewing by the public for a period of at least 30 days beginning on Oct. 24, 2025, and ending on Monday, Nov. 24, 2025, at 3 p.m., on the City of Reading’s website at readingpa.gov.

All comments received by Monday, Nov. 24, 2025, at 3 p.m. will be considered by the City of Reading prior to submitting the substantial amendments to City Council at its regularly scheduled Council Meeting on Monday, Nov. 24, 2025.
