The City of Reading is committed to preserving the natural beauty and tranquility of Skyline Drive and the iconic Reading Pagoda while ensuring the safety and comfort of local residents and visitors. Mayor Eddie Morán and City Council sought to address ongoing challenges, including illegal dumping, loud music, and unruly gatherings. In response, the City is implementing a new initiative to create a park-like atmosphere with controlled access through the installation of gates, by Pro Max Fence Systems, Reading, PA. City Council approved the purchase and installation of two gates in June 2024.
The gated area will operate under the City’s current park ordinance schedule, remaining open daily from 7 a.m. to 9 p.m., year-round. These measures are designed to balance access for recreational use while minimizing disruptions to the surrounding community.
Key features of the initiative:
- Controlled access: Gates will automatically close at 9 p.m. Visitors are advised to exit the area in advance of the closure.
- Gate locations: Two gates will be installed at traffic triangles located at List Road and Skyline Drive and Duryea Drive and Shearer Road, allowing vehicles to easily turn around if they come across the area while it is gated off.
- Clear signage: Signs will be posted at all overlooks and the Pagoda parking lot, as well as on the inside and outside of the gates, indicating park hours and warnings about gate closures.
- Emergency access: The Reading Police Department and Lower Alsace Township Police Department will have remote access to open the gates in case of emergencies.
- Enforcement: Police departments may cite or fine individuals who remain inside the gates after hours.
To ensure a smooth transition, the gates will be installed over the next month and will remain open temporarily to acclimate residents and visitors. Full operation of the gates is anticipated to begin on Jan. 1, 2025. In addition to the gates, cameras are being installed throughout the area to further enhance safety and security. The City will also continue to accommodate special events, such as the Easter Sunday Mass and the Pagoda Hill Climb, through Special Event Permits. Drivers will face no inconvenience, as the gated area and the detour route are both 1.8 miles in length.
