Exeter Township supervisor resigns

The Exeter Township supervisors accepted the abrupt resignation of Vice Chairman David G. Speece Jr. on Thursday night at a budget workshop meeting.

No reason was given for the resignation, Speece was not at the meeting and the timing of his tenuring of the resignation was unclear.

Speece’s term as supervisor was not over until 2024.

During public comment supervisor-elect David Hughes asked the board to fire or ask for the resignation of Chairman Gregory Galtere.

“You should remove him as chairman at this meeting. He has disgraced the township. … You must remove him immediately before you conduct the business of the township budget,” Hughes said.

Galtere thanked him for his comments.

Hughes said he hoped the township would send him a balanced budget by January without any use of sewer proceeds.

Officials said during the budget meeting that they hoped to spend $194,000 in “found money” from the wastewater treatment account.

After department heads spoke of their budgets and needs, Hughes again spoke during the second public comment period, asking the board for access to township records.

“Allow me access to the township now so I can get ready. I want to jump in and go running in January,” he said. “So when David Speece was elected … he signed a disclosure statement. He was allowed to come in and start meeting with everyone that works there and start getting familiar with what’s going on, so I’m asking for the privilege as a supervisor elect to be allowed to sign a disclosure statement and start getting familiar with everything that I’m going to be doing in the next six years.”

Hughes beat Galtere in the recent election, and for years has been a vocal critic of most township departments and personnel.

On Nov. 8, supervisors will have budget questions for finance officials, and on Nov. 22 the budget will be brought into draft form.
