No tax increase in Schuylkill Haven proposed budget

Schuylkill Haven Borough Council on Nov. 3 approved a preliminary 2022 budget with no tax or fee increases for 2022.

The preliminary budget will be available for inspection at Borough Hall and will officially be approved at a future meeting once a 10-day period is completed, likely later in November.

In other business, council approved an Act 50 ordinance, known as the Small Wireless Facilities Deployment Act. Because the borough is one of the few in the state that is its own electric provider, the town officially owns all electric poles and thus would need an ordinance to comply.

According to a summary document provided by borough administrator Jessica Seiders, the recent state statute “establishes standards for deploying small cell infrastructure while preserving local authority over rights of way.” As such, “Act 50 is intended to affect the ability of a wireless provider to deploy small wireless facilities and associated wireless support structures.”

Council approved using First Citizens Community Bank as the borough depository for 2022-2023. Secretary Kaitlyn Tinari said that the current depository contract with Riverview Bank is up at the end of this year. Requests for proposal were put out and a move to FCCB authorized.

Tinari reported that the borough is in the final stages of a water lead service line replacement project that affected about 45 residents. “We are at the final three homes, and then restoration to (affected) sidewalks and streets,” Tinari said. “It is going very well.”

Council approved advertising for the purchase of a second transformer as part of an ongoing electrical substation project. “The substation has two transformers,” Seiders says. “This year, one of the biggest projects our electric department ever did was replacing the first of the two transformers, as both are approaching the end of their life cycle at 40 years. The second transformer has been approved to advertise as of Nov. 5.”

The town Christmas tree lighting will occur on Nov. 28.

Christmas tree collection hosted by Troop 662 will be held Jan. 8, with a rain/snow date of Jan. 9, and the rain/snow date is Jan. 15.
