Reading Housing Authority (RHA) is proud to announce that it has been selected as a recipient of the 2025 HARIE Safety Improvements Grant, marking the second consecutive year that RHA has been recognized by the Housing and Redevelopment Insurance Exchange (HARIE) for its commitment to resident and employee safety. RHA will be presented with the award at this month’s 2025 PAHRA Annual Conference & Awards in Lancaster.
This year’s award totals $13,500 and will fund the upgrade of four additional elevator security cameras in RHA’s Center City high-rise communities — Franklin Tower, Hubert Apartments, and Kennedy Towers. These upgrades will complete the modernization of all high-rise elevator cameras across RHA’s Center City campus, enhancing security for nearly 300 residents, most of whom are older adults and persons with disabilities.
RHA’s 2025 grant builds on the success of last year’s HARIE-funded project, which upgraded elevator cameras at Rhodes and Eisenhower Apartments. Those improvements immediately enhanced the agency’s ability to identify and address incidents within the buildings, providing a stronger sense of security for residents, staff, and visitors alike.
“This award will allow RHA to upgrade four additional elevator cameras in our Center City properties, completing all high-rise elevators with upgraded cameras,” said Jon Runkle, RHA’s Director of Administration. “It was a true team effort — and I want to thank everyone who contributed to the research and documentation that made this possible.”
The upgrades will replace aging cameras that struggle with lighting transitions and low image quality, resulting in sharper, high-definition footage that can assist both law enforcement and property management in investigating safety concerns and maintaining peaceful communities.
The grant-funded improvements align with RHA’s long-term strategic goal to enhance resident safety through collaboration with local law enforcement, proactive technology upgrades, and responsive management practices.
